Validation of Work History

The Validation of Work History goes with the portfolio or is it sent by my referee after I have sent the portfolio? Can this validation work as portfolio evidences?

Thanks for any help!

Will the board accept an incomplete set of application? I have completed most things except the learning objectives & competencies. I am thinking sending them ahead so that my referrees can send their forms.
