Unhappy Broken Tibia

My husband broke the base of his tibia 6 weeks ago and had a cast from toes to knee for four weeks. After 4 weeks he was given a new cast a little bit shorter which he has for another 4 weeks. We are receiving conflicting advice on the next step. He did not require surgery, could anyone let me know recovery times or physio required.
