congenital elbow and radial head dislcation

hello everyone,
Could anyone please help me out with this condition.A three and half year old boy presents with congenital elbow and radial head dislocation on the left side.He has a history of fits at one and half year but is controlled completely after medications.The child has behaviour disorder and highly restless and hyperactive.He gets irritated and does not allow him to be handled.

His movements on left side are normal at shoulder joint but restricted slightly at elbow joint and more restriction for supination .On right side though there is no dislocation there is restriction of supination.

Could anyone tell me about the management that has to be undertaken for this child.Can i give mild stretching to supination with the dislocated elbow and radial head.Also please specify effective programs for forearm strengthening.
