NHS physios-restructuring, has it affected your trust?

has this affected anyone here? this is a hot topic at the moment with changes that are likely to be detrimental to the career progression of the profession. To date we are in a period of consultation where the trust are hoping to 'do away' with half of the band 8a's and re-organising the team leaders throughout the trust. The whole idea seems to completely defeat the purpose of agenda for change and having your role evaluated for banding. we are being told that unless we have any other ideas then this will go ahead as the trust has tens of millions of savings to make over the next few years however changes will be pretty immediate. the proposals include an increase in the number of band 5 posts which on one hand is good but the end result is there will now be more in the pool when hoping to achieve promotion to band 6. At my level there is nowhere to go in terms of career progression and can foresee myself and a lot of other colleagues being band 5s for the rest of our careers. Other colleagues are having their duties changed to meet the service needs, fair enough but some will even be coming down a banding. The problem with this is these folk will then be on protected pay so the trust doesn't actually save any money. Staff are already close to breaking point working so under-capacity and the propose changes also involve reabsorption of posts which are vacant and natural wastage when people retire. This has infuriated the masses and we are working with the union reps to ensure as fair a deal as possible for all involved but it seems to me that morale is extremely low and a safe career in the NHS is down the swany!
anybody else found themselves in this situation with such iminent consequences?
thoughts appreciated
